OSP and CAGD Partnership Rescues Over GHS34m from Government Ghost Payroll



The collaborative efforts of the Office of the Special Prosecutor (OSP) and the Controller and Accountant General’s Department (CAGD) have yielded remarkable results, uncovering and rectifying alarming discrepancies within the Government of Ghana's Payroll Administration. In a recent report release, they revealed how strategic interventions led to the preservation of over GHS34 million for the 2024 fiscal year alone.

By meticulously scrutinizing the payroll system, the OSP and CAGD identified and mitigated instances of unauthorized payments and false entries. Through decisive action, including the removal of ineligible individuals and the blocking of erroneous payments, the Republic was able to reclaim significant funds, totaling GHS34,249,737.60.

A critical observation made in the report pertains to the payroll system's operations in the Northern Region, particularly within educational institutions under the Ghana Education Service and Tamale Teaching Hospital. The investigation unveiled a concerning prevalence of unauthorized and inactive validators, compromising the integrity of the validation process.

Moreover, instances were discovered where transferred or released staff continued to receive validation from their previous management units, posing risks of unchecked engagement by respective institutions. The absence of management units in some schools further exacerbated the challenges, leading to inconsistencies in attendance monitoring and payroll accuracy.

One egregious discovery was the inclusion of fictitious entities in the payroll, exemplified by the non-existent DA Primary School in the Kumbungu District. Despite lacking any tangible existence, phantom staff associated with this entity were regularly validated and compensated, exposing systemic flaws in payroll oversight.

The report also shed light on instances where headteachers and heads of units validated individuals with unknown whereabouts or who were deceased, retired, or no longer in their positions. Through a thorough investigation and assessment process, a significant portion of the payroll was cleared, enabling the restoration of salaries for verified individuals while rectifying erroneous payments to ghost names.

The swift and decisive actions taken by the OSP and CAGD not only resulted in immediate savings but also fortified safeguards for future government funds. By addressing systemic vulnerabilities and enhancing validation protocols, this collaborative effort sets a precedent for transparent and accountable governance.
